The FAA’s new Control Tower Operator Partnership (CTO-P) represents an important step toward strengthening America’s aviation workforce. This initiative will integrate graduates of FAA-approved institutions directly into the Federal Contract Tower (FCT) system, where they’ll begin on-the-job training at one of 265 towers nationwide. These facilities—operated by private companies but held to FAA’s rigorous safety standards—play a vital role in managing air traffic at small towns and municipal airports across the country.
Students in the program will train using the same FAA-approved curriculum taught at the FAA Academy in Oklahoma City. After 52 weeks of experience at an FCT, certified controllers become eligible for direct hire into the FAA, creating a stronger, more efficient pipeline to address the controller shortage. Alongside other programs such as the Enhanced Air Traffic-Collegiate Training Initiative (AT-CTI), CTO-P reflects the FAA’s commitment to hiring at least 2,000 new controllers this year and beyond.
